Yes, end of quarter (March, June, September, December) can be even more impactful than end of month. Quarterly sales targets from manufacturers often trigger significant volume bonuses for dealers. A dealer who needs three more sales to hit a bonus worth $50,000 to $100,000 will heavily discount those last few vehicles because the bonus more than offsets the reduced margin.
