Yes, it is legal. MSRP is a suggested price, not a mandated one. Dealers can charge above or below MSRP at their discretion. Some manufacturers discourage markups and may penalize dealers who consistently sell above MSRP, but there is no law preventing it. Your best defense is shopping multiple dealers and being willing to walk.
